CERTAIN QUALIFYING WORK UNDER $7500.00 EXEMPT FROM BUILDING PERMITS

  • Beginning July 1st, 2026, certain qualifying work valued under $7500.00 will be exempt from building permits. To qualify for the exemption, a written request must be submitted to the Collier County Building Division along with a copy of the contract or other documentation demonstrating the nature and the value of the work to be performed. The request will be reviewed by County staff and if approved a letter of exemption will be issued. Complete Instructions and Exemptions(PDF, 200KB)

EFFECTIVE IMMEDIATELY: the like-for-like replacement of existing windows, doors or shutters does NOT require a threshold inspector, provided no structural alterations are being performed beyond the removal and replacement of the fenestration itself. Standard permitting and inspection procedures remain applicable, but threshold-specific special inspection is no longer mandated for these scopes of work.

  • The joint Code Administration TAC and Structural TAC committees have just formally overturned Binding Interpretation 318, which previously required the use of a Special (Threshold) Inspector when replacing existing windows, doors, or shutters in threshold buildings.

Guidelines for Applying for an Owner-Builder Building Permit on Behalf of a Trust. The following guidelines have been developed in order to assist the public with the process of applying for building permits for property owned by a trust.

The Collier County Building Department will reference the Building Officials Guide to Design Professionals: Practice of Architects and Engineers(PDF, 365KB), issued by the Florida Board of Architecture and Interior Design, to provide guidance on signature and seal requirements for plan sets. Additionally, relevant sections of the Florida Administrative Code are highlighted in the linked documents for further reference.

This document is a guideline to assist in the application of the governing regulations. Please refer to the Florida Statutes and Florida Administrative Code for the complete text of the items cited in this guide.

Electrical, plumbing, air-conditioning and mechanical contractors may be exempted from submitting Engineered signed and sealed plans if they meet the requirements of Florida Statute 471.003 (h).

January 20, 2025

Collier County has been advised that Mr. Gene Cravillion, an architect licensed through the Florida Board of Architecture and Interior Design, has not practiced architecture since at least August 2022. Collier County has received plans after this date that are signed and sealed using Mr. Cravillion's State of Florida professional licensing credentials which, prior to notification of potentially fraudulent activity, still appeared as valid and current on the State Department of Business and Professional Regulation (DBPR) licensure portal.

In cooperation with law enforcement and to assist impacted property owners, we continue to identify plans illegitimately signed and sealed using Mr. Cravillion’s credentials and notifying all associated project contacts. These projects must have their plans reviewed, revised if necessary, and signed and sealed by a licensed design professional. All projects currently under construction with plans signed and sealed using Mr. Cravillion’s credentials since August of 2022 must stop until a new licensed design professional updates their plans. Please use the link below for options and directions for updating the Engineer of Record (EOR).

All information and records on this matter are being sent to the DBPR, the FBI, and local law enforcement, who are actively investigating this matter. Please direct any questions on the active investigation to DBPR.

October 1, 2024

The building permit application and revision application form are no longer required to be submitted with a new permit application.


Subcontractor Contact Types can now be added to the portal at submittal without a subcontractor affirmation form. Subcontractors that are not added at application will require a subcontractor form to be provided through conditions.

State Certified contractors may voluntarily register with Collier County to maintain an active status and use the GMD Public Portal to apply for permits and request inspections. A registration fee will apply.

Notice of Commencement Information
Per Florida Statutes 713.135, a Notice of Commencement (NOC) is required for construction of improvements totaling more than $5,000 between an owner and a contractor related to improvements to real property consisting of single or multiple family dwellings up to and including four units. For A/C repairs or replacements, a notice of commencement is required for improvements more than or equal to $15,000.

Oct 1, 2023

Collier County will no longer accept owner builder applications for a building permit by a trust, revocable or irrevocable. All applications prior to October 1, 2023 will be processed as originally submitted.

Oct.1, 2021

House Bill 1059 goes into effect Oct.1, 2021 requiring both the applicant and enforcement agency to take certain action within specified time periods related to Single-Family Residential Dwelling and Commercial building permits.   • Milestone Inspection information

It will be a requirement that the 814 - Erosion/Silt inspection has been passed before any other inspections on a permit are scheduled. This will only impact permits that have a Pending 814 - Erosion/Silt inspection. Requirements to pass this inspection can be found in Land Development Code Section 6.01.05 Soil Erosion and Sediment Control.
