Comprehensive Emergency Management Plan

The CEMP provides the foundational framework for Collier County’s emergency preparedness, response, recovery, and mitigation operations. The plan is updated annually at the local level and is reviewed by the Florida Division of Emergency Management (FDEM) every four years to ensure compliance with State and Federal standards. The 2025 revision, completed by Emergency Management Coordinator Amy Howard, successfully passed the required Capabilities Assessment on May 6, 2025, and received formal State approval on July 9, 2025.


This update reflects significant improvements in clarity, coordination, and operational efficiency. It was developed through collaboration with County departments, municipalities, constitutional officers, fire districts, and partner organizations. The CEMP is now better aligned with other local emergency plans, including the County’s Debris Management Plan, ensuring unified response operations.

 

Key 2025 Revisions Include:

  • Reorganized the plan structure to improve readability and usability.
  • Revised and updated Collier County’s geographic information and demographic data.
  • Incorporated FEMA’s Community Lifelines to support prioritized response coordination.
  • Merged and streamlined annexes to eliminate redundancy and enhance operational clarity.
  • Strengthened alignment with supporting County plans, including the Local Mitigation Strategy and the Debris Management Plan.


Local Mitigation Strategy

Collier County Multi-jurisdictional LMS

The local mitigation plan is the representation of the jurisdiction’s commitment to reduce risks from natural hazards, serving as a guide for decision makers as they commit resources to reducing the effects of natural hazards. Local plans will also serve as the basis for the State to provide technical assistance and to prioritize project funding.” -44 CFR 201.6

The Collier County Local Mitigation Strategy (LMS) plan is a vital document to assist our community in identifying, evaluating and planning for natural hazards. This living document analyzes a wide range of community plans, capabilities, stakeholders and community characteristics to develop effective mitigation initiatives for your community. Furthermore, the Robert T. Stafford Act requires communities to have an approved LMS plan before they are eligible for federal mitigation grants. These grants include: The Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation Program (PDM) and Flood Mitigation Assistance Program (FEMA). Your county LMS plan may also be a vital piece to your Community Rating System (CRS) class.

Multi-Jurisdictional Local Mitigation Strategy Working Group

Collier County's Local Mitigation Strategy Working Group  (LMSWG) is a component of Collier County's Citizen Corps.  The LMSWG meetings are opened to the public for either full-time membership or casual participation.

The purpose of the group is to examine the hazards that confront people and property of Collier County and explore means to reduce the vulnerability to each hazard.  Essentially, the group prioritizes a project "wish-list" that achieves the goals contained within the county's Local Mitigation Strategy (formerly the CC Hazard Mitigation Plan).  Then, when monies become available, typically through a federal grant opportunity resulting from a disaster, the LMSWG submits a prioritized listing that goes with each grant application attesting to the fact that the project supports the community's hazard mitigation priorities.

Although the Caloosahatchee Forestry Center's Wildfire Mitigation Plan is only 62 pages the plan was too large to upload as a single document,  So it was subdivided in three parts.  For the complete plan you'll need to download all three parts. Please note that each part is still rather large (~37MB) it will take a bit of time to download each part.
