Welcome to the Housing Policy & Economic Division
Mission Statement
The Housing Policy & Economic Division is responsible for supporting and administering policy direction of the Board of County Commissioners related to the administration and implementation of the Collier County Growth Management Plan.
The Housing Policy & Economic Division implements Collier County’s goal to create an adequate supply of decent, safe, and attainable housing for all residents of Collier County, as well as develops activities that will assist Collier County in the creation of jobs and new businesses. The Housing Policy & Economic Division works to collaborate with local partners to provide comprehensive economic development to retain, expand, and attract talent development services to all of Collier County.
Division Duties & Background
The Housing Policy & Economic Division works collaboratively with developers, businesses, non-profit groups, governmental agencies, and public-private coalitions to coordinate activities and effectively leverage resources available to the community to increase the supply of affordable housing and economic opportunities countywide. The Housing Policy & Economic Division can facilitate introductions to key government, education, and private partners at the local and state levels. The Division oversees and contributes to the development needs of the community through special studies, neighborhood, business community interactions, and advisory boards to then propose recommendations on amendments to the Collier County Growth Management Plan (GMP), and policies of the County Board of County Commissioners based upon the results of the various studies and community planning efforts. List of County-Owned Properties
In accordance with Section 125.379, Florida Statutes, the Board of County Commissioners has reviewed and adopted a list of county-owned properties that are appropriate for use as affordable housing.

In accordance with F.S. 125.379, respondents seeking to acquire parcel(s) identified on the Collier County Surplus Lands Inventory for the development of affordable housing shall submit a detailed Letter of Intent to the County Manager’s Office and as part of the proposal. The Letter of Intent must specify the proposed purchase price and terms, and to the extent known at this time: the total number of residential units to be constructed, the proposed unit mix, and the percentage of Area Median Income (AMI) categories to be served, including the number of units allocated to each AMI category level. Respondents shall also describe how the proposed development will meet the statutory requirement for the property to provide affordable housing to eligible households and identify any available and anticipated public subsidies, financing sources, or development partners necessary to implement the project at this time. Submission of a Letter of Intent is intended solely as an initial expression of interest and does not constitute a formal solicitation, an award process, or a commitment by the County.
