CDBG

The CDBG program began under the Title 1 of the U.S Housing and Community Development Act of 1974. CDBG program objectives are to develop viable communities that provide decent, safe and sanitary housing, a suitable living environment and expand economic opportunities primarily for persons of low and moderate income.

In 2001, Collier County qualified for an urban county entitlement. This entitlement status significantly changed the level of CDBG funding available with limited success. Collier County's entitlement status also made it eligible to receive and access other HUD programs for communities and non profit agencies including the Home Investment Partnership Program (HOME), Emergency Shelter Grants (ESG) and HUD Homeless Assistance Programs.

Collier County awards CDBG funding to eligible communities and non profits through a competitive application process. Collier County has consistently met and exceeded its required expenditure rate as required by HUD.

Collier County CDBG funds have been used for projects in these major program areas:

  • Housing
  • Public Utilities and Infrastructure
  • Public Services

100% of Collier County CDBG funds assist low-income and moderate-income residents.

The CDBG program has considerable flexibility allowing organizations to carry out activities that are tailored to their unique housing needs and community development needs. It represents an important partnership among Federal, State, and Local governments, business and non profit sector in carrying out activities which improve the lives and neighborhoods of low-income and moderate-income families.

INDIVIDUAL HOUSING ASSISTANCE GRANTS

AFFORDABLE HOUSING ASSISTANCE

Collier County’s HOME and HOME-ARP Tenant Based Rental Assistance programs, funded by the United States Department of Housing and Urban Development (HUD), and administered by Collier County’s Community and Human Services Division, have reached an application maximum. When available, a waitlist can be found at www.colliercountyhousing.com

DISASTER ASSISTANCE FUNDING

SHIP- HHRP Hurricane Ian: Collier County is offering grants to help pay rental assistance payments for residents whose primary housing was damaged from Hurricane Ian or who suffered direct financial impacts from the declared disaster. For mortgage help the property affected must be the applicant’s primary residence and the home must be located within Collier County. Funding is in part by the State Housing Initiatives Partnership Program (SHIP). Availability is open on a first-apply, first-qualified basis until funds are exhausted. The program will end June 30, 2026.

ESG – RUSH RENTAL ASSISTANCE

Were you homeless, made homeless or about to become homeless due to the financial impacts of Hurricanes Ian, Helene or Milton, in Collier County?

Collier County residents impacted by one or multiple hurricanes and whose income is under 30% average median income (AMI) may qualify for assistance.
