Collier County SHIP Purchase Assistance Program
The Collier County Community and Human Services (CHS) is offering Purchase Assistance under the State Housing Initiatives Partnership Program (SHIP) which provides down payment and closing costs assistance to eligible first-time homebuyers interested in purchasing a home within unincorporated Collier County, the City of Naples, the City of Marco Island or Everglades City with a maximum purchase price not to exceed $685,786.00. Homebuyer must also meet the following:
- Complete a County approved HUD certified Homebuyer Education Workshop
- Must be pre-qualified for a first mortgage loan
- Must be a first-time homebuyer as defined, an individual and his or her spouse who have not owned a home during the three-year period prior to purchase of a home with assistance under the State Housing Initiatives Partnership Program (SHIP). The term first-time homebuyer also includes an individual who is a displaced homemaker or single parent.
- Occupy the home being purchased as their primary residence during the term of the loan.
The awards may include up to $10,000 for Essential Services Personnel.
If approved as very-low, low or moderate-income, applicants may be eligible for assistance towards down payment and closing cost for the purchase of a home located within Collier County. The SHIP award will be dependent on income level and funds available. Funds are available on a first come/ first qualified basis, upon funding availability, for first-time homebuyers who meet the program requirements.
Award amount can change if more than one funding source is used to assist with the purchase of the home.
Funds will be issued as a zero interest, deferred payment loan, which does not require monthly payments. The SHIP loan is payable and due upon sale or transfer of property. As long as the borrower(s) continue to maintain the assisted property as their primary residence, no repayment is required. No repayment is due if sold after thirty (30) years.
SHIP Owner-Occupied Rehabilitation Program
The Collier County SHIP Owner-Occupied Rehabilitation Program is administered by the Collier County Community and Human Services Division and Community Assisted and Supportive Living, Inc. It provides interest-free, deferred loans to assist eligible homeowners in Collier County with rehabilitation of their dwelling.
What are the requirements of a Homeowner?
You must own and have had a mortgage for at least twelve months and the home must be your primary place of residence. Proof of mortgage or deed as well legal residency or citizenship status, will be required. You must have no late payments in the last 12 months and are current with property taxes.
Are there any restrictions as to where the property may be located?
The property must be located within unincorporated Collier County, the City of Naples, the City of Marco Island, or Everglades City.
Are there any other restrictions?
The Owner-Occupied Rehabilitation Program may be used to rehabilitate single-family homes, townhouses, or condominium units. Mobile/manufactured homes must be built after June 1994 to qualify for assistance. The maximum assessed value of the property cannot be over $458,634, including after rehab assistance (As determined by the Collier County Property Appraiser assessed value).
How much money can I borrow?
You may qualify for up to $52,250.00 for rehabilitation in addition to a project delivery fee for work to your home. A Promissory Note will be secured by a Second Mortgage payable to Collier County when you sell your home, refinance your home, or lose your homestead exemption.
Who does the rehabilitation work?
Homeowners will submit an Application for Housing Assistance to Collier County Community & Human Services Division (CHS). Once CHS determines the household is income eligible, we will refer your case to either Rural Neighborhoods or Habitat for Humanity who will initiate an inspection of your home. The inspection will determine if your home is eligible for rehabilitation.
Note: There is a two part approval process;
- Household income eligibility
- Property eligibility.
Rural Neighborhoods or Habitat for Humanity will oversee the rehabilitation process and will work with homeowners and contractors directly through the rehabilitation phase of the program.
How do I apply for the loan?
Applications for the Owner-Occupied Rehabilitation Program are available at the Collier County Community & Human Services Division located at 2671 Airport Road S, Naples, FL 34112.
Are there any fees required when applying?
There is no application fee.
How are the funds distributed?
Funds are loaned on a first come first serve basis. The County is particularly interested in assisting low and very-low income households.
In order to receive assistance for either Homebuyer or Rehabilitation Program, the gross total household income (anticipated for next 12 months) cannot exceed the income limits adjusted for household size set forth in the following table:
