Impact Fee Assessment Information

Building Permits:  Impact fees assessed on a building permit are calculated using the rates in effect when the building permit is submitted, or at issuance of a certificate of occupancy, whichever is less. The fees are paid prior to issuance of a Certificate of Occupancy. Fire impact fees, which are collected on behalf of the independent fire districts, are due at permit issuance. Impact fees assessed on permits submitted to the City of Naples or the City of Marco Island are due at permit issuance. 

Site Development Plans or Plats:  Prior to approval of a Site Development Plan or Residential Plat, a Certificate of Adequate Public Facilities (COA) application for transportation concurrency is required.  Upon concurrency approval, a COA in perpetuity will be issued concurrently with approval of the Site Development Plan or Plat.

Final calculation of the impact fees is based upon the rates in effect when the building permit is submitted, or at issuance of a certificate of occupancy, whichever is less.  The road impact fees, and all other impact fees, are paid prior to issuance of a Certificate of Occupancy.  All impact fees for a Golf Course or an RV Park must be paid prior to approval of a Site Plan.

Impact Fee Change of Use Program for Existing Commercial Redevelopment:

Proposed developments which meet the criteria set forth below shall not be assessed additional impact fees related to changes of use within the existing buildings,

• Development is proposed within a lawfully existing building which has had a Certificate of Occupancy issued for at least 3 years.  Impact fees for the existing building must have been paid the then applicable impact fees at time of construction; and
• Proposed development is solely within the existing building and does not include the addition of any new square footage.
• Demolition and reconstruction projects are not eligible for this program.
• For the purposes of water and wastewater impact fees, projects that require an existing meter to be upsized are not eligible for this program.

Rate Effective Date: March 30, 2021

As of March 1, 2018, Collier County Water-Sewer District has taken over responsibility for the former Florida Governmental Utility Authority (FGUA) utility area within Golden Gate City. Please be advised that any building permit for new construction on a property that has water and/or sewer services available will be required to connect and will be assessed the applicable impact fees.  Please see our fee schedules below for rates.

Immokalee Impact Fee Installment Payment Pilot Program

Available through October 2028 for single-family, multi-family and commercial projects located within Immokalee.

Program offers qualifying participants the ability to pay applicable impact fees in installments over a 30 year period, collected through a non-ad valorem special assessment on the property tax bill.

Charitable Organization Deferral

Amount Available Each Fiscal Year: $200,000

Amount Available per Applicant:  No more than $100,000 - not to exceed the amount of impact fees to be paid by the applicant to the County.  Impact fees collected by the county for water, wastewater, schools, and fire impact fees shall not be deferred under this program.

Term of the Deferral: 10 years after the execution of the deferral agreement.  Impact fee deferrals granted under this program will be secured as a lien on the subject property for the term of the deferral.

Entities Eligible for Deferrals:  Charitable, not-for-profit entities that provide services of substantial benefit to low income or very low income residents of the county at no charge or at reasonable, reduced rates, and no part of the net earnings of the entity shall inure to the benefit of any private shareholder or individual, with proof of the entity's not-for-profit status and eligibility established to the County's sole satisfaction.  Not-for-profit deferrals are discretionary.

Deferrals are available only to entities that solely provide services to citizens of the United States or legal aliens that permanently reside in the United States.  Proof of such must be established to the County's sole satisfaction.

How to Apply:  A written request must be submitted to Impact Fee Administration along with back-up documentation relating to the entities not-for-profit status and the services provided.  Requests must be submitted no later than concurrently with the impact fees being paid.  Please e-mail your request to ImpactFees@collier.gov or mail to:

Am I required to pay impact fees for a guest house?

Structures that the Building Department determine to be a guest house are treated as an addition to the single family home. There are two different tiers/rates for a single family home, depending upon the living area: 1) Less than 4,000 sq. ft.  2) 4,000 sq. ft. or more.  Impact fees are assessed when the new total living area square footage for both the guest house and home fall under a higher tier.  Please see the Residential Impact Fee Schedule on the impact fee schedule web page.  The impact fee web page also has an Impact Fee Calculator that will calculate the fee for you (choose Single Family Additions/Replacements), or contact the impact fee office at 252-2991 for a determination.

Am I required to pay impact fees for a residential detached garage or shed?

County impact fees are not assessed on residential accessory structures; however, fire impact fees may be applicable depending on the fire district. Accessory structures are detached and include shed, garages, etc.

Am I required to pay impact fees if I convert my garage to a room?

When a garage is converted to a room, even if for storage, it is considered new living area under impact fee definitions.  There are two different tiers/rates for a single family home depending upon the living area: 1) Less 4,000 sq. ft. and 2) 4,000 sq. ft. or more.  Impact fees are assessed when a garage conversion causes the new living area square footage of the home to fall under a higher tier.  A Residential Impact Fee Schedule is available under Impact Fee Schedules and Forms, or the Impact Fee Calculator will calculate the fee for you (choose Single Family Additions/Replacements).

Am I required to pay impact fees if I enclose my lanai?

If the sliding glass doors are removed and/or air conditioning vents are added, the space is considered new living area for impact fee assessment.  There are two different tiers/rates for a single family home depending upon the living area: 1) Less 4,000 sq. ft.  2) 4,000 sq. ft. or more.  Impact fees are assessed when the new living area square footage for the lanai causes the total living area square footage of the home to fall under a higher tier.  Please see the Residential Impact Fee Schedule on the impact fee schedule web page.  The impact fee web page also has an Impact Fee Calculator that will calculate the fee for you (choose Single Family Additions/Replacements), or contact the impact fee office at 252-2991 for a determination.

Am I required to pay impact fees if there was a home previously on the property?

Impact fees will be charged for the difference between the amount of impact fees (at current rates) for the size of the previously existing home and the amount of the impact fees for the size of the new home.  The impact fee web page has an Impact Fee Calculator that will calculate the fee for you, or you can use the Residential Impact Fee Schedule also on the impact fee web page under Impact Fee Schedules and Forms.

Once a home is torn down, how long do I have to rebuild in order to retain the impact fee credit for the original home?

There is no time limit to rebuild.  Impact fee credit will be given for the previously existing home as long as acceptable documentation can be provided that shows the original home was legally permitted and that any impact fees due at that time (if any) were paid.

When are impact fees for a building permit required to be paid?

Impact fees for a building permit must be paid prior to issuance of a Certificate of Occupancy, except Fire Impact Fees, which are paid at issuance of the building permit. 

How do I request service connection to county water?

Applicants must first confirm availability by submitting a water service availability request form and obtaining a confirmation letter from the Public Utilities Department. Please email connectionrequest@collier.gov
