What are the traffic cameras at some intersections used for? Are they there to catch speeders or red light runners?

Our cameras are not used to enforce speed limits or red light running. None of the video is recorded.

Collier County Traffic Operations utilizes two types of cameras: detection cameras and Pan-Tilt-Zoom (PTZ) cameras.

The detection cameras have a fixed view and they are used for detection - a way of 'seeing' a vehicle waiting at a signal - which ensures that the vehicle will be served during a cycle.

The Pan-Tilt-Zoom (PTZ) cameras are used for monitoring traffic flow and to make traffic signal timing adjustments when issues occur.

What is done with the video from the cameras? Is it saved to videotape or some other format?

The only purpose of the cameras is to support real time traffic management. No video data from the traffic cameras is saved, nor do the camera images get sent back to a central location such as our Traffic Management Center for archiving.

What is the purpose of the black rubber hoses that are sometimes laid across roads?

The black hoses are part of a traffic counting device. Collier County Traffic Operations collects regular traffic counts at 198 stations at different times of the year. Traffic on the busiest roads (149 stations) is counted quarterly; seasonal counts are taken at another 25 stations semi-annually (in-season and out of season); and counts are conducted at another 24 stations in remote locations annually, in-season. The County also collects roughly 200 special counts per year, normally as part of traffic calming or signal studies.

Traffic Operations staff creates a quarterly report containing raw and extrapolated data from regular counts. Special counts are excluded from this report. The data is used by other County staff and the Collier County Metropolitan Planning Organization (MPO - link) for planning purposes; by the Collier County Sheriff's Office for use in assigning patrols; and by realtors, engineering firms, and other business people.
