Consolidated Plan

The Consolidated Plan is the document that is submitted to HUD that serves as the planning document (comprehensive housing affordability strategy and community development plan) of the jurisdiction and an application for funding under any of the Community Planning and Development formula grant programs. The plan is prepared in accordance with 24CFR 91, and describes the needs, priorities among those needs, objectives, and proposed outcomes, as well as the resources needed for a 3-, 4-, 5-year period with respect to HUD programs.

In 2001, Collier County, along with its participating cities of Naples and Marco Island, became eligible to directly receive federal funds on an annual basis through the Community Development Block Grant (CDBG) program. This program is administered by the Department of Housing and Urban Development (HUD). The goal of the Community Development Block Grant program is to develop viable urban communities by assisting low/moderate income households through physical development programs to:

  • provide decent housing;
  • provide a suitable living environment; and
  • expand economic opportunities.

Note: HUD defines moderate income as 80% of the County's median family income and low income as 50% of the median.

The Consolidated Plan concept was developed by HUD to incorporate the requirements for three separate entitlement programs: CDBG, the HOME housing program, and the Emergency Shelter Grant (ESG) program.

Public Participation

As a recipient of federal funding through the U.S. Department of Housing and Urban Development (HUD), Collier County is developing its HUD Consolidated Plan, which guides how federal housing and community development funds will be invested over the next five years (Program Years 2026-2030).

Residents, housing partners, service providers, and stakeholders are invited to participate in a series of public surveys covering topics such as housing and homeless needs, community revitalization, and public services. Your input will help identify local needs and inform funding priorities.

The County will host a series of public hearings, both in person and virtual, to solicit input on priority community needs during the development of the 2026-2030 Consolidated Plan.
