E-Permitting

Registered Portal users can upload all forms to satisfy conditions through the GMCD Public Portal. Processing documents typically takes 24-48 hours.

  • The most recent update to the GMCD Public Portal took effect July 7, 2023. For more information on this update, visit the Upcoming E-Permitting Changes page.
  • We have transitioned to an electronic submittal process for all applications. Contractors, design professionals, and agents are required to submit applications and supporting documents through the GMCD Public Portal. This does not apply to Property Owners who qualify as "owner-builders". View details about the paperless permitting transition(PDF, 171KB).

Getting Started with Electronic Permitting

New users must register for a GMD Public Portal account to submit permits or planning projects electronically:

Before submitting electronically for the first time, spending time up front learning about the process is highly recommended. Training options include:

  • Attend an E-Permitting training session to get hands-on experience with the Portal process.
  • Review the training guides in paper or video format using the links from the tables below. In particular, the training guides on submitting and resubmitting documents explain important details about naming documents, file size, and how to upload.

How-To Guides

Important Differences When Submitting Through Electronic Permitting

Documents that require a professional seal and signature must be digitally signed in accordance with professional requirements. The signer must provide a digital certificate to GMD for use in validating documents submitted electronically.

Each required document must be submitted as a single file. For example, a 15-page construction plan would be saved as one ConstructionPlan.pdf file. It would then be digitally signed once for the complete document, not signed on each page. Fifteen pages saved and submitted as individual pdf's would be rejected.

Even though users will enter some of the information found on our applications as part of the E-Permitting process, application forms still need to be filled out and submitted. We know it seems repetitive, but to add input fields for all the information we collect on all our application types would make the Portal screens very difficult to navigate.

Approved documents will still be stamped by GMD. The stamp will be applied to the upper right corner of documents. Keeping this area free for us to stamp is appreciated.

Document Submittal Requirements

Documents submitted through the GMD Public Portal for Electronic Plan Review must meet the following criteria:

  • Documents should be less than 72MB in size.
  • Accepted file extensions:
    • pdf, xlsx, xls, cer, pfx, doc, docx
  • All plans shall be to scale.
  • Recommended naming conventions:
    • Keep filename consistent.
    • Avoid the use of non-friendly filenames. (ex. k9dk38fj3.pdf)
    • Avoid inappropriate language in filenames.
  • Submitted documents will be stamped at the conclusion of the review.
    • The stamp will be placed in the upper right hand corner of the document. It is recommended that this area, to the extent possible, be left blank so that no information is lost when the stamp is applied.
  • All Blank Building application forms for submittal can be found at Application Submittal Requirements page.
  • All Blank Planning application forms for submittal can be found at Land Use Applications
  • Any documents without a classification can be uploaded as "miscellaneous" (e.g. emails, cover letters, etc).
