Applications and forms regarding the Collier County Land Development Code (LDC), the principal regulatory tool for implementing the Growth Management Plan of Collier County.

Zoning Services Applications

Applications and and forms regarding a change in the use of a property, such as; rezone petitions, conditional uses, variances, boat dock extensions, and other types of applications related to the how land can be used and the standards for development.

Development Review Applications and Forms

Applications and forms regarding regulatory permitting and inspection of development within the County to assure consistency with the Growth Management Plan, Land Development Code, Code of Laws, and respective County Ordinances and Resolutions.

A completed Property Ownership Disclosure Form(PDF, 1MB) is required for all Land Use, Planning & Zoning, and Development Review applications.

Utility Conveyance

On July 13, 2021, the Board of County Commissioners approved Ordinance No. 2021-24(PDF, 8MB) to amend Utility Ordinance 2004-31 in order simplify the Utility Acceptance requirements and utility conveyance process from the two-step process, Preliminary and Final Acceptance, into a one-step acceptance process. Ordinance 2021-24 became effective on July 20, 2021.

The most significant changes include:

  • All utility acceptance projects are now following the one-step process. Upon completion of the Utility Conveyance Checklist requirements, staff will schedule the project for final utility acceptance by the Board of County Commissioners (BCC)
  • Applicants are no longer required to obtain the One-Step Conveyance Utility Deviation approval from Public Utilities
  • The final acceptance obligations cash bond of $4,000 is no longer required
  • For commercial and multi-family residential projects, the 10% Utility Performance Security (UPS) is only required for projects with Contributory Assets of $100,000 or higher. Staff will automatically schedule the UPS for Board release after the one-year warranty period expires. The one-year warranty period starts on the date of Final Utility Acceptance by the BCC
  • Final Attorney's Affidavit is required prior to scheduling the project for Final Acceptance
  • All templates, including the Utility Conveyance Checklist, legal documents, cost sheets, etc. have been updated and they are available on the Collier County website
